In August of 1933, FDR signed the National Industrial Recovery Act (NIRA) into law. Designed to spur economic recovery and put people back to work, the new law established minimum wages and hours of work for each industry. The promises of FDR and the NRA fell flat as employers still did not respect workers? lawful right to organize. Textile workers called a general strike on Labor Day. Mill workers made up teams of ?flying squadrons? that traveled from mill to mill across the South trying to bri ng people out to join the strike. Unions also began to face trouble getting contracts due to another common tactic: company stalling. </span></span></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffffff"><b><br><span style="COLOR: #ffff99">1939</span></b></span><span style="COLOR: #ffff99"><br>The Textile Workers Union of America (TWUA) was formed, becoming a strong force in the battle for textile workers? rights. </span></span></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffffff"><b><br><span style="COLOR: #ffff99">1943-46</span></b></span><span style="COLOR: #ffff99"><br>During World War II, TWUA successfully organized several large and important mills including Cone Mills, Dan River Mills, and one Cannon plant. Rent was $5 every 2 weeks. </span></span></span></span></font></td></tr><tr><td valign="top" width="230" align="right"><font size="-1"><br><br><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1946-1953</b></span> <br>The union launched Operation Dixie, an intense effort to organize all major southern industries in 12 states. The textile industry was a major target of the campaign with the vast majority of resources being sent to the biggest textile plants, including Cannon Mill s in Kannapolis. The campaign included 86 mills and 64,000 workers. <br><br><span style="COLOR: #ffffff"><b>1951</b></span> <br>Often overlooked by historians, this year was marked by the second largest gene ral strike in the South's history when the TWUA attempted to raise the wages in the union mills above the non-union. But there was an unforeseen depression after the post-War boom. The industry had overproduced during the boom and thus was unscathed by the strike. The strike?s failure weakened and destroyed many TWUA locals. </span></span></span></span></font></td><td valign="top" width="205"><font size="-1"><br><br><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1946</b></span> <br>The second half of the year is marked by the TWUA drive in Kannapolis. </span></span></span></span></font></td></tr><tr><td valign="top" width="230" align="right"><font size="-1"><br><br><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1964</b></span> <br>The Civil Rights Act was passed. Title 7 of the Act provided that people could not be discriminated against in hiring, promotions, or in workplace conditions on the basis of race, creed, color or national origin. Gender and disability would be added in future years. The Civil Rights Act provided the basis for integrating workplaces throughout the South and ultimately throughout the U.S. </span></span></span></span></font></td><td valign="top" width="205"><font size="-1"><br><br><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1964</b></span> <br>African Americans, who in 1964 made up 18% of the Kannapolis population, started to work production jobs inside Cannon Mills. Previously they had only been allowed jobs outside the mills or as janitors. By the early 1980's African Americans would comprise 25% of the workforce. Textile imports tripled between 1975 and 1984 leading to widespread plant closings in the 1970's and 1980's and well into the 1990's. Textiles remained North Carolina's largest industrial employer, yet the industry experienced increasing consolidation. <br><br></span></span></span></span></font></td><td valign="top" width="205"><font size="-1"><br><br><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1974</b></span> <br>Union campaign started by Amalgamated Clothing and Textile Workers Union (ACTWU). Bob Freeman essentially ran the campaign by himself, educating workers about their rights. The union lost the vote 6801 to 8473 or 44% to 56%. </span></span></span></span></font></td></tr><tr><td valign="top" width="230" align="right"><span style="BACKGROUND-COLOR: #ffaa66; FONT-FAMILY: Arial Black; COLOR: #330099"><span style="COLOR: #ffff99"></span></span></td><td valign="top" width="205"><font size="-1"><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>March 1982</b></span> <br>David Murdock, a real-estate tycoon, bought Cannon Mills and 660 acres of surrounding real estate from Cannon?s heirs including the downtown business district and 1,600 houses. At this time, a typical family paid $36.83/month rent and a retired worker's pension was $47.15/month after 35 years at the mill. The average water bill was about $4 every 3 months. <br><br></span></span></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1982</b></span> <br>Hicks v. Cannon Mills, the class-action suit brought in 1970, was settled by consent decree. The terms of settlement were that Cannon Mills was to pay out $1.65 million to 3,700 African-American workers. </span></span></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffffff"><b><br><span style="COLOR: #ffff99">1984-5</span></b></span><span style="COLOR: #ffff99"><br>The town of Kannapolis was incorporated on November 6, 1984. Rent jumped from $40/month to $320/month. The houses in ?GI town? were picked up and moved so Murdock could build a park and a YMCA. </span></span></span></span><p><span style="BACKGROUND-COLOR: #ffaa66; FONT-FAMILY: Arial Black; COLOR: #330099"><span style="COLOR: #ffff99">ACTWU ran a union campaign that lasted 15 months. ACTWU lost the election in October 1985, 3,530 to 5,982. </span></span><p><span style="BACKGROUND-COLOR: #ffaa66; FONT-FAMILY: Arial Black; COLOR: #330099"><span style="COLOR: #ffff99">In December 1985, Murdock sold Cannon Mills to Fieldcrest Mills, based in Eden, NC for $250 million. Murdock kept the surrounding real estate including the downtown business district which he renovated into a Williamsburg-style outlet mall. Murdock terminated the Cannon pension plan and took with him the interest the pension fund had earned to date--some $39 million in so-called ?excess assets.? <br><br></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>October 1986</b></span> <br>ACTWU won cash settlements for 4 workers discharged in the 1985 campaign. </span></span></span></span><p><span style="BACKGROUND-COLOR: #ffaa66; FONT-FAMILY: Arial Black; COLOR: #330099"><span style="COLOR: #ffff99">ACTWU sued Murdock on behalf of workers for the pension fund money. The union won $1 million but, divided among so many workers, each received only a few dollars. <br><br></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1991</b></span> <br>The union's closest vote. Fieldcrest hired B&amp;C Associates to fight unionization efforts by targeting the African-American community with anti-union propaganda and recruiting black ministers to speak out against the union. ACTWU lost the election by 199 votes, 3,034 to 3,233 with 538 challenged votes. ACTWU filed charges with the National Labor Relations Board alleging Fieldcrest's illegal conduct during the campaign. <br><br></span></span></span></span><p><span style="COLOR: #330099"><span style="FONT-FAMILY: Arial Black"><span style="BACKGROUND-COLOR: #ffaa66"><span style="COLOR: #ffff99"><span style="COLOR: #ffffff"><b>1991-1995</b></span> <br>The case wound its way through the NLRB system: the regional NLRB held a hearing on the union?s charges. The regional NLRB ruled against Fieldcrest. Fieldcrest appealed to the federal National Labor Relations Board in Washington DC. The federal NLRB upheld the decision of the regional NLRB charging Fieldcrest with more than 150 unfair labor practices (ULP?s) during the 1991 organizing campaign. In 1937, something new appeared on the Broadway stage in New York City -- a musical called "Pins and Needles" written by Harold Rome and starring members of the International Ladies Garment Workers Union (ILGWU). It ran for 4 years and was revived in 1962. 지속가능발전에 관한 요하네스버그 이행계획 및 완전고용과 양질의 일자리에 관한 2006년 UN 경제사회이사회 각료선언</strong>을 상기하며, 양 당사자는 지속가능발전의 목적에 기여하는 방식으로 국제무역의 발전을 증진하겠다는 약속을 재확인하고, 이 목적이 양 당사자의 무역관계의 모든 수준에 통합되고 반영되는 것을 보장하기 위해 노력할 것이다.<br><br>2. 양 당사자는 경제발전, 사회발전 및 환경보호가 지속가능발전의 상호의존적이며 상호 강화적인 구성요소라는 것을 인정한다. 양 당사자는 무역과 지속가능발전에 대한 세계적인 접근방법의 일부로서 무역 관련 사회 및 환경 문제에 관한 협력의 혜택을 강조한다.<br><br>3. 양 당사자는 <u>양 당사자의 노동이나 환경 기준을 조화시키는 것이 이 장에서의 그들의 의도가 아니며</u>, 제1항과 제2항의 문맥상 지속가능발전을 증진하는 방식으로 그들의 무역 관계 및 협력을 강화하는 것이 그들의 의도임을 인정한다.<br><br><br>제 13.2 조 적용범위<br><br>1. 이 장에 달리 규정된 경우를 제외하고, 이 장은 제13.1조제1항 및 제 13.1조제2항의 문맥상 노동1) 및 환경 문제의 무역 관련 측면에 영향을 주는 것으로서 양 당사자에 의해 채택되거나 유지되는 조치에 적용된다.<br><br>2. 양 당사자는 환경 및 노동 기준이 보호주의적 무역 목적을 위해 이용되지 아니하여야 할 것임을 강조한다. 양 당사자는 어떠한 경우에도 그들의 비교 우위를 문제 삼지 아니하여야 할 것임을 주목한다.<br><br><span style="BACKGROUND-COLOR: #ffff99">1) 노동이 이 장에서 언급될 때에는 노동은 국제노동기구(이하 “국제노동기구”라 한다) 및 완전고용과 양질의 일자리에 관한 2006년 국제연합 경제사회이사회 각료선언에서 합의한 양질의 일자리 의제에 관련된 사항을 포함한다.</span><br><br><br>제 13.3 조 규제 권리와 보호 수준<br><br><u>자신의 환경 및 노동 보호 수준을 설정하고 이에 따라 자신의 관련 법과 정책을 채택하거나 수정할 수 있는 각 당사자의 권리를 인정하면서,</u> 각 당사자는 그러한 법과 정책이 제13.4조 및 제13.5조에서 언급된 국제적으로 인정된 기준 또는 협정에 합치되는 높은 환경 및 노동 보호 수준을 규정하고 장려하도록 보장하기 위해 노력하며, 그러한 법과 정책을 지속적으로 개선시키기 위해 노력한다.<br><br><br>제 13.4 조 다자간 노동 기준과 협정<br><br>1. 양 당사자는 세계화로 인한 경제, 고용 및 사회적 도전과 기회에 대한 국제 사회의 대응으로서 고용 및 노동에 대한 국제 협력과 협정이 갖는 가치를 인정한다. 양 당사자는 상호 관심있는 무역 관련 노동 및 고용 문제에 대해 적절한 경우 협의하고 협력할 것을 약속한다.<br><br>2. 양 당사자는 완전고용과 양질의 일자리에 관한 2006년 국제연합 경제사회이사회 각료선언에 따라, 모두를 위한 완전하고 생산적인 고용과 양질의 일자리를 모든 국가를 위한 지속가능발전의 핵심 요소이자 국제 협력의 우선 목적으로 인정하겠다는 약속과, 남성, 여성 및 청년을 포함하여 모두를 위한 완전하고 생산적인 고용과 양질의 일자리에 도움이 되는 방식으로 국제무역의 발전을 증진하겠다는 약속을 재확인한다.<br><br>3. 양 당사자는 국제노동기구 회원국 지위로부터 발생하는 의무와 1998년 제86차 국제노동기구 총회에서 채택된 작업장에서의 기본원칙 및 권리에 관한 국제노동기구 선언과 그 후속조치에 따라 자신의 법과 관행에서 기본 권리, 즉 다음에 관한 원칙을 존중, 증진 및 실현하기로 약속한다.<br><br>&nbsp;&nbsp;&nbsp;&nbsp; 가. 결사의 자유와 단체교섭권의 효과적 인정<br>&nbsp;&nbsp;&nbsp;&nbsp; 나. 모든 형태의 강제적 또는 강요에 의한 노동의 철폐<br>&nbsp;&nbsp;&nbsp;&nbsp; 다. 아동노동의 효과적 폐지, 그리고<br>&nbsp;&nbsp;&nbsp;&nbsp; 라. 고용 및 직업상의 차별의 철폐<br><br>양 당사자는 대한민국과 유럽연합 회원국이 각각 비준한 국제노동기구 협약을 효과적으로 이행하겠다는 약속을 재확인한다. 양 당사자는 국제노동기구 핵심협약 뿐만 아니라 국제노동기구에 의해 “현행” 협약으로 분류된 그 밖의 협약들을 비준하기 위해 계속적이고 지속적인 노력을 할 것이다.<br><br><br>제 13.5 조 다자간 환경 협정<br><br>1. 양 당사자는 세계적 또는 지역적 환경 문제에 대한 국제 사회의 대응으로서 국제 환경 거버넌스와 협정이 갖는 가치를 인정하고, 상호 관심있는 무역 관련 환경 문제에 관한 협상에 대해 적절한 경우 협의하고 협력하기로 약속한다.<br><br>2. 양 당사자는 자신의 법과 관행에서 그들이 당사자인 다자간 환경 협정을 효과적으로 이행하겠다는 약속을 재확인한다.<br><br>3. 양 당사자는 기후변화에 관한 국제연합 기본협약과 교토 의정서의 궁극적 목적을 달성하겠다는 약속을 재확인한다. 양 당사자는 발리행동계획2)에 따라 미래의 국제기후변화체제의 발전에 관해 협력하기로 약속한다.<br><br><span style="BACKGROUND-COLOR: #ffff99">2) 기후 변화에 관한 국제연합 기본협약 제13차 당사국 총회에서 채택된 기후 변화에 관한 국제연합 기본협약 결정문-1/CP.13<br></span><br><br>제 13.6 조 지속가능발전에 유익한 무역<br><br>1. 양 당사자는 무역이 모든 측면에서 지속가능발전을 증진해야 할 것임을 재확인한다. 양 당사자는 핵심 노동 기준과 양질의 일자리가 경제적 효율성, 혁신 및 생산성에 갖는 유익한 역할을 인정하고, 한편으로 무역 정책과 다른 한편으로 고용 및 노동 정책 간의 더 나은 정책적 일관성이 갖는 가치를 강조한다.<br><br>2. 양 당사자는 관련 비관세 장벽의 처리를 통한 것을 포함하여, 환경기술, 지속가능하고 재생가능한 에너지, 에너지 효율적 제품 및 서비스와 에코라벨이 부착된 상품을 포함한 환경 상품 및 서비스의 무역과 해외직접투자를 촉진하고 증진하도록 노력한다. 양 당사자는 공정하고 윤리적인 무역과 기업의 사회적 책임을 수반하는 것과 같은 체제의 대상이 되는 상품을 포함하여, 지속가능발전에 기여하는 상품의 무역을 촉진하고 증진하도록 노력한다.<br><br><br><strong><u>제 13.7 조 법․규정 또는 기준의 적용과 집행에 있어서의 보호 수준 유지<br><br>1. 당사자는 양 당사자 간 무역 또는 투자에 영향을 미치는 방식으로, 작위 또는 부작위의 지속적 또는 반복적 과정을 통하여 자신의 환경 및 노동 법을 효과적으로 집행하지 못해서는 아니 된다. <br><br>2. 당사자는 양 당사자 간 무역 또는 투자에 영향을 미치는 방식으로 자신의 법, 규정 또는 기준을 면제하거나 달리 이탈하거나, 또는 면제하겠다거나 달리 이탈하겠다고 제의함으로써 무역 또는 투자를 장려하기 위해 자신의 법에 부여된 환경이나 노동 보호를 약화시키거나 감소시켜서는 아니 된다.</u></strong><br><br><br>제 13.8 조 과학적 정보<br><br>양 당사자는 양 당사자 간 무역에 영향을 주는 환경 및 사회적 조건을 보호하기 위한 조치를 준비하고 이행할 때, 과학기술 정보와 관련 국제 기준, 지침 또는 권고를 고려하는 것이 중요함을 인정한다.<br><br><br>제 13.9 조 투 명 성<br><br>양 당사자는, 각자의 국내법에 따라, 적절한 공지와 공공 협의, 그리고 민간부문을 포함한 비국가 행위자와의 적절하고 적시적인 의사소통과 협의를 통해 양 당사자 간 무역에 영향을 주는 환경 및 노동 조건 보호를 위한 조치를 투명한 방식으로 개발, 도입 및 이행하기로 합의한다.<br><br><br>제 13.10 조 지속가능성 영향 검토<br><br>양 당사자는 이 협정에 따라 수립된 절차와 제도뿐만 아니라 각자의 참여 절차와 제도를 통해, 예를 들어 무역 관련 지속가능성 영향 평가를 통해, 양질의 일자리 증진을 포함하여 이 협정의 이행이 지속가능발전에 미치는 영향을 검토, 점검 및 평가하기로 약속한다.<br><br><br>제 13.11 조 협 력<br><br>양 당사자는 이 협정의 목적을 이루기 위해 사회 및 환경 정책의 무역 관련 측면에 대한 협력이 중요함을 인정하면서, 부속서 13에 규정된 대로 협력활동을 개시하기로 약속한다.<br><br><br>제 13.12 조 제도적 장치<br><br>1. 각 당사자는 이 장을 이행할 목적으로 다른 쪽 당사자와의 접촉선 역할을 하는 사무소를 자신의 행정부 내에 지정한다.<br><br>2. 제15.2조(전문위원회)제1항에 따라 설치된 무역과 지속가능발전 위원회는 양 당사자 행정부의 고위 공무원으로 구성된다.<br><br>3. 위원회는 부속서 13에 따라 수행된 협력 활동을 포함하여 이 장의 이행을 감독하기 위해 이 협정 발효 첫 해 안에, 그리고 그 이후에는 필요한 경우 회합한다.<br><br>4. 각 당사자는 이 장의 이행에 대한 자문 업무를 하는 지속가능발전에 관한 국내자문단(환경 및 노동)을 설치한다.<br><br>5. <u>국내자문단은 환경, 노동 및 기업 단체와 그 밖의 관련 이해당사자를 균형 있게 대표하도록 독립적인 시민사회 대표 단체들로 구성된다.</u><br><br><br>제 13.13 조 시민사회 대화 메커니즘<br><br>1. 각 당사자의 국내자문단 위원들은 양 당사자 간 무역관계의 지속가능발전 측면을 포괄하는 대화를 하기 위해 시민사회포럼에서 회합할 것이다. 시민사회포럼은 양 당사자가 달리 합의하지 아니하는 한, 1년에 한번 회합할 것이다. 양 당사자는 이 협정 발효 후 1년 이내에 시민사회포럼의 운영에 관하여 무역과 지속가능발전 위원회의 결정으로 합의한다.<br><br>2. 국내자문단은 제13.12조제5항에 규정된 대로 관련 이해당사자를 균형 있게 대표하도록 자신의 위원들 중에서 대표를 선출한다.<br><br>3. 양 당사자는 이 장의 이행에 관한 최신 정보를 시민사회포럼에 제출할 수 있다. 시민사회포럼의 견해, 의견 또는 결정은 직접 또는 국내자문단을 통해 양 당사자에게 제출될 수 있다.<br><br><br>제 13.14 조 정부간 협의<br><br>1. 당사자는 다른 쪽 당사자의 접촉선에 서면 요청서를 전달함으로써 제 13.12조에서 언급된 국내자문단의 의견을 포함하여 이 장에서 제기되는 상호 관심 사항에 대해 다른 쪽 당사자와의 협의를 요청할 수 있다. 협의는 어느 한 쪽 당사자가 협의 요청서를 전달한 후 신속하게 시작된다.<br><br>2. 양 당사자는 사안에 대해 상호 만족스러운 해결책에 도달하도록 모든 노력을 다한다. 양 당사자는 양 당사자와 국제노동기구 또는 관련 다자간 환경 기구 또는 기관의 업무 간에 협력과 일관성을 보다 증진할 수 있도록 그 해결책이 국제노동기구 또는 관련 다자간 환경 기구 또는 기관의 활동을 반영하도록 보장한다. 관련된 경우, 양 당사자의 합의를 조건으로, 양 당사자는 이러한 기구나 기관의 자문을 구할 수 있다.<br><br>3. 어느 한 쪽 당사자가 사안을 추가적으로 논의할 필요가 있다고 판단하는 경우, 그 당사자는 다른 쪽 당사자의 접촉선에 서면 요청서를 전달함으로써 위원회가 그 사안의 검토를 위해 소집되도록 요청할 수 있다. 위원회는 신속하게 소집되고 그 사안의 해결책에 합의하기 위해 노력한다. 위원회가 달리 결정하지 아니하는 한, 위원회의 해결책은 공개된다.<br><br>4. 무역과 지속가능발전 위원회는 한 쪽 또는 양 쪽 국내자문단의 자문을 구할 수 있고, 각 당사자는 자신의 국내자문단의 자문을 구할 수 있다. 어느 한 쪽 당사자의 국내자문단은 또한 자체 이니셔티브로 의견을 그 당사자나 위원회에 제출할 수 있다.<br><br><br>제 13.15 조 전문가 패널<br><br>1. 양 당사자가 달리 합의하지 아니하는 한, 어느 한 쪽 당사자는 제 13.14조제1항에 따른 협의 요청이 전달된 90일 후 정부간 협의를 통해 만족스럽게 다루어지지 아니한 사안의 검토를 위해 전문가 패널의 소집을 요청할 수 있다. 양 당사자는 전문가 패널에 입장제출을 할 수 있다. 적절하다고 판단하는 경우, 전문가 패널은 어느 한 쪽 당사자, 국내자문단, 또는 제13.14조에 규정된 국제기구로부터 정보와 자문을 구해야 할 것이다. 전문가 패널은 어느 한 쪽 당사자의 요청으로부터 2개월 이내에 소집된다.<br><br>2. 제3항에 규정된 절차에 따라 선출된 전문가 패널은 이 장을 이행함에 있어 전문성을 제공한다. 양 당사자가 달리 합의하지 아니하는 한, 전문가 패널은 마지막 전문가의 선출로부터 90일 이내에 양 당사자에게 보고서를 제출한다. 양 당사자는 이 장의 이행에 관한 전문가 패널의 자문이나 권고를 수용하기 위해 최선의 노력을 한다. 전문가 패널 권고의 이행은 무역과 지속 가능발전 위원회에 의해 점검된다. 전문가 패널 보고서는 양 당사자의 국내자문단에 이용가능하도록 한다. 비밀정보와 관련해서는 부속서 14-나(중재절차규칙)의 원칙이 적용된다.<br><br>3. 이 협정의 발효시에, 양 당사자는 전문가 패널의 의장 역할을 할 비당사자 국민 최소 5인을 포함하여, 이 장의 적용대상이 되는 문제에 대한 전문성을 가진 최소 15인의 명부에 합의한다. 그 전문가들은 어느 한 쪽 당사자나 국내자문단에 참여하는 단체로부터 독립적이어야 하며 이들과 관계가 있거나 이들로부터 지시를 받지 아니한다. 각 당사자는 전문가 패널 설치 요청의 접수로부터 30일 이내에 전문가 명부에서 1인의 전문가를 선정한다. 어느 한 쪽 당사자가 그러한 기간 내에 자신의 전문가를
