감사원장 조치와 교육과학기술부 장관 불법관련 부당업무 건

일백 이십칠 번째 2AA-0911-042028 (09.11.17.) 민원에 대하여 감사원장의 조치내용은 교육과학기술부로 하여금 이를 조사처리하고 그 결과를 민원인에게 회신하도록 한 것이다. 대한민국 정부에 이 민원을 반복하여 신청하는 이유는 공익법인의 부당업무를 교육과학기술부 장관이 시정도 못하고 방치하면서 합당한 회신도 않고 불법적으로 민원을 종결처리 하는 부정부패 행정을 반복함으로 인하여 논문 저자들이 오늘 현재까지 엄청난 피해를 입고 있기 때문인 것이다. 즉, 교육과학기술부 장관이 대한민국 대통령과 법률조차 무시하고 국민을 짓밟는 불법행위를 하고 있기 때문이다. 부정부패를 방지하고 올바른 나라 구현을 위하여 사실에 입각하고 냉철하게 국민의 눈으로 보는 혜안으로 공정하며 올바른 행정이 되어야만 하겠다.

* * * * * 공익법인 대한수학회의 잘못과 사과할 사항은 다음과 같다. * * * * *

첫째, 심사의견에 모든 피타고라스 수를 완벽하게 구하는 새로운 공식을 부적절하다고 한 잘못에 대하여, 엄청난 피해를 입은 논문 저자에게 사과하여야 한다.

둘째, 심사의견에 q 가 무리수가 되어야 한다는 것은 논리적으로 잘못된 것이라고 한 잘못에 대하여, 엄청난 피해를 입은 논문 저자에게 사과하여야 한다.

셋째, 편집위원장이 {2^(n-1)/n+……+2^2/n+2^1/n}A^(n-2)/n 을 무리수라고 단정할 수 없다는 억지 주장만을 반복하고 2007. 1. 5. 이후로는 답변도 아니 한 잘못에 대하여, 엄청난 피해를 입은 논문 저자에게 사과하여야 한다.

넷째, 대한수학회의 부당업무 자체 내부 감사를 실행하지 아니 한 잘못에 대하여, 엄청난 피해를 입은 논문 저자에게 사과하여야 한다.

다섯째, 주무관청의 성의를 가지고 답변하라는 요청도 무시하고 합당한 회신도 아니 한 잘못에 대하여, 엄청난 피해를 입은 논문 저자에게 사과하여야 한다.

여섯째, 아무런 이유도 없이 새로 투고된 논문 심사를 거부한 잘못에 대하여, 엄청난 피해를 입은 논문 저자에게 사과하여야 한다.

공익법인 설립 운영에 관한 법률 제14조 (감독) ①에 주무관청은 공익법인의 업무를 감독하도록 되어 있고, ②의 1에 이 법 또는 정관을 위반한 때와 ②의 2에 현저한 부당행위 등으로 인하여 당해 공익법인의 설립 목적을 달성할 수 없게 할 우려를 생기게 한 때에는, 이사 취임 승인 등을 취소하도록 되어 있습니다. 성의를 가지고 답변하라는 주무관청의 요구도 무시하면서, 부당행위를 시정하지도 않고 반복하는 악질적인 공익법인 대한수학회의 이사취임 승인과 정관허가를 동시에 취소하고, 과학기술회관 본관 202 호에서 이 공익법인을 축출하여야 마땅할 것입니다. 올바른 나라 구현을 위하여, 사실에 입각하고 냉철하게 국민의 눈으로 보는 혜안으로 공정하며 올바른 행정이 되기를 기대합니다.

홀수인n>2 에서 X, Y 와 Z 가 서로 소일 때, 이와 같은 모순이 생기므로, Xⁿ+Yⁿ=Zⁿ 은 정수 해를 가질 수 없는 것이다. 다시 말하여 홀수인n>2 에서 모순이 생기며, 짝수인 n 에서는 모순이 생기지 않는다. 그러므로, 짝수인 n 에서 Xⁿ+Yⁿ=Zⁿ 은 양의 정수 해를 가질 것으로 추정할 수도 있다.

한편, 피타고라스 수는 거듭제곱이 될 수가 없음으로, 짝수인 n 에서도 Xⁿ+Yⁿ=Zⁿ 은 정수 해를 가질 수가 없다.

이와 같이 Xⁿ+Yⁿ=Zⁿ 은 정수 해를 가질 수 없음이 증명되는 것이다.

X^n/2=(2ab)^1/2+a, Y^n/2=(2ab)^1/2+b and Z^n/2=(2ab)^1/2+a+b.

Xⁿ={(2ab)^1/2+a}²=[{2(Z^n/2-Y^n/2)(Z^n/2-X^n/2)}^1/2+(Z^n/2-Y^n/2)]²,

Yⁿ={(2ab)^1/2+b}²=[{2(Z^n/2-Y^n/2)(Z^n/2-X^n/2)}^1/2+(Z^n/2-X^n/2)]² and

Zⁿ={(2ab)^1/2+a+b}²=[{2(Z^n/2-Y^n/2)(Z^n/2-X^n/2)}^1/2+(Z^n/2-Y^n/2)+(Z^n/2-X^n/2)]².

When X, Y and Z are relatively prime in the odd number, n>2, one or two factors of X^n/2, Y^n/2 and Z^n/2 can be the positive integers, but at least one factor of X^n/2, Y^n/2 and Z^n/2 cannot be the integer i.e., if all three factors of X^n/2, Y^n/2 and Z^n/2 can be the positive integers, it means that n is the even number. So, at least one factor of X^n/2, Y^n/2 and Z^n/2 cannot be the integer when X, Y and Z are relatively prime in the odd number, n>2.

[ex.; {(x^2r+1)^2k+1, (y^2s)^2k+1, (z^2t)^2k+1}].

Now, when X, Y and Z are relatively prime in the odd number, n>2, Xⁿ, Yⁿ and Zⁿ are the positive integers,

but {(2ab)^1/2+a}²=[{2(Z^n/2-Y^n/2)(Z^n/2-X^n/2)}^1/2+(Z^n/2-Y^n/2)]²,

{(2ab)^1/2+b}²=[{2(Z^n/2-Y^n/2)(Z^n/2-X^n/2)}^1/2+(Z^n/2-X^n/2)]² and

{(2ab)^1/2+a+b}²=[{2(Z^n/2-Y^n/2)(Z^n/2-X^n/2)}^1/2+(Z^n/2-Y^n/2)+(Z^n/2-X^n/2)]² cannot be the integers.

It is an apparent contradiction because of relatively prime, X, Y and Z in the odd number, n>2. So, Xⁿ+Yⁿ=Zⁿ cannot have the positive integer solutions in the odd number, n>2. I.e., the contradiction appears in the odd number, n, but the contradiction does not appear in the even number, n.

Xⁿ+Yⁿ=Zⁿ cannot have the positive integer solutions in the odd number, n>2. Xⁿ+Yⁿ=Zⁿ may have some positive integer solutions in the even number, n.

But the Pythagorean triples, X, Y and Z cannot be the mth power numbers like x^m, y^m and z^m. So, Xⁿ+Yⁿ=Zⁿ cannot have the positive integer solutions in the even number, n.

Therefore, Xⁿ+Yⁿ=Zⁿ cannot have the integer solutions.

X²+Y²=Z² 의 자연수 해를 피타고라스 수 (Pythagorean triplet) 라고 한다.

X²+Y²=Z² 에서 A=Z-Y 과 B=Z-X 일 때, 아래의 식을 얻는다.

X=(2AB)^1/2+A, Y=(2AB)^1/2+B 과 Z=(2AB)^1/2+A+B.

(X,Y,Z) 가 자연수일 때, (A,B) 도 자연수가 됨으로, 위 식의 (X,Y,Z) 는 (2AB)^1/2=k 의 모든 피타고라스 수가 된다.

모든 피타고라스 수는 거듭제곱이 될 수 없음을 다음과 같이 증명한다.

X=(2AB)^1/2+A, Y=(2AB)^1/2+B 과 Z=(2AB)^1/2+A+B 에서 (2AB)^1/2=k 일 때, 자연수 (X,Y,Z) 인 모든 피타고라스 수를 구하였다.

c²=A=Z-Y, 2d²=B=Z-X 과 2cd=k 일 때, X=2cd+c², Y=2cd+2d² 과 Z=2cd+c²+2d² 을 얻는다.

모든 피타고라스 수 (X,Y,Z) 에서 (X,Y), (A,B) 와 (c,d) 가 서로소일 때, (Y또는X) 는 짝수이고, (X또는Y,Z) 는 홀수들이 되며, XY=2cd(c+d)(c+2d) 가 거듭제곱이 될 수가 없음으로, 모든 피타고라스 수는 거듭제곱이 될 수 없는 것이다.

c=e^m, d=2^(m-1)f^m, c+d=e^m+2^(m-1)f^m=s^m 과 c+2d=e^m+(2f)^m=t^m 과 같이, 만약 어떤 이가 XY=2cd(c+d)(c+2d)=(2efst)^m 과 같은 거듭제곱이 될 수도 있을 것으로 추측을 한다면, 이는 잘못된 일이다.

X²+Y²=Z² 에서, X=2cd+c², Y=2cd+2d² 과 Z=2cd+c²+2d² 을 얻었다.

m>1 일 때, e^m+(2f)^m=t^m 에서, (e^m/2)²+{(2f)^m/2}²=(t^m/2)² 을 얻는다.

(e^m/2)²+{(2f)^m/2}²=(t^m/2)² 에서, e^m/2=2gh+g², (2f)^m/2=2gh+2h² 과 t^m/2=2gh+g²+2h² 을 같은 방법으로 얻으며, 이 때g²=t^m/2-(2f)^m/2 이고, 2h²=t^m/2-e^m/2 이다.

(e,f) 과 (g,h) 는 서로 소다.

e^m/2=2gh+g², (2f)^m/2=2gh+2h², t^m/2=2gh+g²+2h², e^m={2gh+g²}², (2f)^m={2gh+2h²}², t^m={2gh+g²+2h²}², e^1/2={2gh+g²}^1/m, (2f)^1/2={2gh+2h² }^1/m 과t^1/2={2gh+g²+2h²}^1/m 은 자연수들이 된다.

(e^m/2)²+{(2f)^m/2}²=(t^m/2)² 에서, u=e^m/2, v=(2f)^m/2 과 w=t^m/2 일 때, 거듭제곱 수인 (u,v,w) 도 피타고라스 수가 되는 것이다.

이상과 같이, 피타고라스 수 (X,Y,Z) 가 거듭제곱이 된다면, 더 작은 거듭제곱 피타고라스 수 (u,v,w) 가 필요하게 된다. 이와 같이 반복될 수는 없기 때문에 모든 피타고라스 수는 거듭제곱이 될 수가 없는 것이다.

(g,h) 가 (1,1) 일 때, (u,v,w) 는 (3,4,5) 가 되고, (c,d) 는 (9,8) 이 된다.

(c,d) 가 (9,8) 일 때, (X,Y,Z) 는 (225,272,323) 이 된다.

(c,d) 를 구한 바와 같이 다음 단계의 (p,q) 를 구하면 (50625,36992) 가 되며, 이 때의 피타고라스 수는 (6308330625,6482256128,9045146753) 이 되는 것이다.

C08-064 (2008.06.16.) 접수된 우리의 페르마정리 증명 논문은 중고등학교에서 교육할 수 있는 내용으로서, 진위판별이 어렵지 아니 합니다.
(3,4,5), (5,12,13) 등의 피타고라스 수가 발견된 이후 2580 년 동안, 이 수들을 구하는 수많은 공식들이 제시되었으나, 모든 피타고라스 수를 완벽하게 구하는 공식이 없었고, 모든 피타고라스 수가 거듭제곱 수들만으로는 이루어 질 수 없다는 사실을 증명하지도 못하였습니다. 우리 논문에는 모든 피타고라스 수를 완벽하게 구하는 공식의 발견과 거듭제곱이 될 수 없는 사실및 홀수만으로 될 수 없는 사실 등에 대한 증명이 포함되어 있습니다.

2008.10.14. 심사독촉에, 2008.10.28. KMS는 아래 회신을 주셨습니다.

수학 증명의 진정한 가치는 진위 판별이 분명함에 있는 바, 수학사에 기록된, 일본 수학자들인 Taniyama와 Shimura의 Elliptic curve 관련 추측적인 Andrew Wiles의 FLT proof은, 우리의 명확한 FLT proof에 비하여, 가치가 현저히 떨어지는 것임을, 미국 princeton 대학 Andrew Wiles를 포함한 국내외 수학 관련인 2만여 명에게 3년 간 알려 왔으며, 수천 명과 교신하였습니다.

If the figure {G(AB)^1/n} can be the natural number in some natural numbers (A,B), the formula {2G(AB)^1/n} cannot have the figure {2^(n-2)/n+…+2^1/n+1}. But the numerical formula that we made {2^(n-2)/n+…+2^1/n+1}[{2A^(n-1)B}^1/n+{2AB^(n-1)}^1/n], have the figure {2^(n-2)/n+…+2^1/n+1}. And when A=B, q=2G(AB)^1/n/{2^(n-2)/n+…+2^1/n+1}(2^1/nA). Abstract

The natural numbers (X,Y,Z) are known as the Pythagorean triples in the equation X²+Y²=Z². When the number (n) is greater or equal 3 in the equation Xⁿ+Yⁿ=Zⁿ, the equation cannot have non zero integer solutions. The truth is known as the Fermat's Last Theorem. The Fermat had written that he had found out the proof, but nobody could see his proof. We have considered the natural numbers (A=Z-Y) and (B=Z-X) in the equation Xⁿ+Yⁿ=Zⁿ and we have found out two each methods of the Fermat's Last Theorem proof.

When n=0, the equation is X⁰+Y⁰=Z⁰. This equation means nothing.

When n=1, the equation is X+Y=Z. Every natural numbers (X,Y) make some natural number (Z).

When n=2, the equation is X²+Y²=Z². The natural numbers (X,Y,Z) are the Pythagorean triples in the equation X²+Y²=Z².

When the number (n) is greater or equal 3, the equation Xⁿ+Yⁿ=Zⁿ cannot have non zero integer solutions. This truth is known as the Fermat's Last Theorem.

In the equation Xⁿ+Yⁿ=Zⁿ, when the numbers (X,Y,Z) are the natural numbers, the numbers (A=Z-Y) and (B=Z-X) are also the natural numbers.

When the number (n) is the even number,

(-U)ⁿ+Vⁿ=Wⁿ

Uⁿ+Vⁿ=Wⁿ.

When the number (n) is the odd number,

(-U)ⁿ+Vⁿ=Wⁿ

-Uⁿ+Vⁿ=Wⁿ

Wⁿ+Uⁿ=Vⁿ.

2-2. When the equation Xⁿ+Yⁿ=Zⁿ can have some natural number solutions, the natural numbers (X,Y,Z) need to be co-prime.

And

3-1. When A=Z-Y and B=Z-X in the equation Xⁿ+Yⁿ=Zⁿ, we can find the equation {G(AB)^1/n+A}ⁿ+{G(AB)^1/n+B}ⁿ={G(AB)^1/n+A+B}ⁿ.

Xⁿ+Yⁿ=Zⁿ

A=Z-Y, B=Z-X

Y+A=X+B=Z

X-A=Y-B=Z-A-B=X+Y-Z

And

(X-A)/(AB)^1/n=(Y-B)/(AB)^1/n=(Z-A-B)/(AB)^1/n=(X+Y-Z)/(AB)^1/n

This is G.

G=(X-A)/(AB)¹ⁿ=(Y-B)/(AB)^1/n=(Z-A-B)/(AB)^1/n=(X+Y-Z)/(AB)^1/n

X=G(AB)^1/n+A, Y=G(AB)^1/n+B, Z=G(AB)^1/n+A+B, X+Y-Z=G(AB)^1/n

3-2. When n=1, G=0 and when n=2, G=2^1/2>0 and when n=3, G=Function(A,B)>0.

4. 1st method about Fermat's Last Theorem proof

4-1. Transformation

Xⁿ+Yⁿ=Zⁿ

(X^n/2)²+(Y^n/2)²=(Z^n/2)²

a=Z^n/2-Y^n/2, b=Z^n/2-X^n/2

{G(ab)^1/2+a}²+{G(ab)^1/2+b}²={G(ab)^1/2+a+b}²

G=2^1/2>0

X^n/2=(2ab)^1/2+a, Y^n/2=(2ab)^1/2+b, Z^n/2=(2ab)^1/2+a+b

4-2. When the number (n) is the even number in the equation Xⁿ+Yⁿ=Zⁿ, the numbers (X,Y,Z) cannot be the natural numbers.

4-2-1. All Pythagorean triples.

Xⁿ+Yⁿ=Zⁿ

A=Z-Y, B=Z-X

X=(2AB)^1/2+A, Y=(2AB)^1/2+B, Z=(2AB)^1/2+A+B

When the numbers (X,Y,Z) are the natural numbers,

the numbers (A,B) are also the natural numbers.

Therefore,

when 2AB=k²(k is 1,2,3...),

the natural numbers (X,Y,Z) are all Pythagorean triples.

4-2-2. All Pythagorean triples cannot be the power numbers.

the figure (XY) cannot be the power number in co-prime (A,B).

4-2-3. When the number (n) is the even number, the numbers (X^m,Y^m,Z^m) cannot be the natural numbers. So, the numbers (X,Y,Z) cannot be the natural numbers.

Xⁿ+Yⁿ=Zⁿ

(X^n/2)²+(Y^n/2)²=(Z^n/2)²

When n=2m,

(X^m)²+(Y^m)²=(Z^m)².

The natural numbers (X^m,Y^m,Z^m) need to be the Pythagorean triples,

but all Pythagorean triples cannot be the power numbers.

So,

the numbers (X^m,Y^m,Z^m) cannot be the natural numbers.

Therefore,

the numbers (X,Y,Z) cannot be the natural numbers.

4-3. When the number (n) is the odd number in the equation Xⁿ+Yⁿ=Zⁿ, the numbers (X,Y,Z) cannot be the natural numbers.

4-3-1. The number (n) needs to be the odd and prime number.

X^r+Y^r=Z^r

When

r=nop..(n,o,p.. are the prime numbers.),

(X^op..)ⁿ+(Y^op..)ⁿ=(Z^op..)ⁿ.

When the numbers (X,Y,Z) are co-prime,

the numbers (X^op..,Y^op..,Z^op..) are also co-prime.

Therefore,

when the numbers (X,Y,Z) are co-prime,

the number (n) needs to be the odd and prime number.

4-3-2. The figure (XY)ⁿ is the natural number in the natural numbers (X,Y,Z), but the figure [ab{2a²+2b²+13ab+6(a+b)(2ab)^1/2}] cannot be the natural number in the natural numbers (X,Y,Z). This is an apparent contradiction. Therefore, the numbers (X,Y,Z) cannot be the natural numbers, when the number (n) is the odd number.

Xⁿ+Yⁿ=Zⁿ

(X^n/2)²+(Y^n/2)²=(Z^n/2)²

a=Z^n/2-Y^n/2, b=Z^n/2-X^n/2

X^n/2=(2ab)^1/2+a, Y^n/2=(2ab)^1/2+b, Z^n/2=(2ab)^1/2+a+b

(XY)^n/2={(2ab)^1/2+a}{(2ab)^1/2+b}

Here,

the natural numbers (X,Y,Z) are co-prime

and the number (n) is the odd and prime number.

cannot be the natural number in the natural numbers (X,Y,Z).

This is an apparent contradiction.

Therefore,

the numbers (X,Y,Z) cannot be the natural numbers.

4-4. Therefore, the equation Xⁿ+Yⁿ=Zⁿ cannot have the natural number solutions in the even number (n) and in the odd number (n).

5. 2nd method about Fermat's Last Theorem proof

5-1. Transformation

Xⁿ+Yⁿ=Zⁿ

A=Z-Y, B=Z-X

X+Y-Z=G(AB)^1/n>0

{G(AB)^1/n+A}ⁿ+{G(AB)^1/n+B}ⁿ={G(AB)^1/n+A+B}ⁿ

5-2. In the equation {G(AB)^1/n+A}ⁿ+{G(AB)^1/n+B}ⁿ={G(AB)^1/n+A+B}ⁿ, when the numbers (A,B) are the natural numbers, the figure {G(AB)^1/n} cannot be the natural number.

5-2-1. When the numbers (A,B) are the natural numbers, one each figure {G(AB)^1/n} is the positive number in the equation {G(AB)^1/n+A}ⁿ+{G(AB)^1/n+B}ⁿ={G(AB)^1/n+A+B}ⁿ.

{G(AB)^1/n+A}ⁿ+{G(AB)^1/n+B}ⁿ={G(AB)^1/n+A+B}ⁿ

Generally,

we cannot solve this equation,

but

we see that we can have n each solutions

and

5-2-2. The figure [G={2^(n-2)/n+…+2^1/n+1}{2A^(n-2)}^1/n>0] cannot be the natural number in the equation {G(AB)^1/n+A}ⁿ+{G(AB)^1/n+B}ⁿ={G(AB)^1/n+A+B}ⁿ, when the number (A) is the natural number and (A=B).

When A=B,

This numerical formula cannot be the natural number,

when the numbers (A,B) are the natural numbers.

5-2-4. Here and now, we do the multiplication and the division to the formula {G(AB)^1/n} with the numerical formula that we made. So, we can find the formula (q) and the numerical formula {G(AB)^1/n}.

q=2G(AB)^1/n/{2^(n-2)/n+…+2^1/n+1}[{2A^(n-1)B}^1/n+{2AB^(n-1)}^1/n]

This is the numerical formula G(AB)^1/n.

5-2-5. When A=B, q=1.

in the natural numbers (A,B).

5-3. Therefore, the equation Xⁿ+Yⁿ=Zⁿ cannot have the natural number solutions.

6. Conclusion

In the equation Xⁿ+Yⁿ=Zⁿ, when n=2,

X+Y-Z=(2AB)^1/2>0.

X=(2AB)^1/2+A, Y=(2AB)^1/2+B, Z=(2AB)^1/2+A+B

In the natural numbers (A=Z-Y), (B=Z-X)

and {2AB=k²(k is 1,2,3. . .)},

the natural numbers (X,Y,Z) are all Pythagorean triples.

In the equation Xⁿ+Yⁿ=Zⁿ, when the number (n) is greater or equal 3,

X+Y-Z=G(AB)^1/n>0.

The equation Xⁿ+Yⁿ=Zⁿ cannot have the natural number solutions.

It means that

the equation Xⁿ+Yⁿ=Zⁿ cannot have non zero integer solutions.
